Punching is a normal and common method of gaining compliance over someone resisting.

The only reason you see it less now is tasers became common and give a less brutal appearance. Even though tasers penetrate your skin with barbs that could spread disease, and shock people which sometimes causes heart attacks that can be fatal.
A punch is normaly safer.

Punching is less brutal than the baton beatings that were normal in the 1990s and before. After rodney king and tasers and pepper spray became common they started using batons less. Since batons are only used against the unarmed, and firearms against the armed.
Police use a level of force greater than what they are facing, they don't match it.
So a punch is less than that when facing any resistance.
