Gambling is a vice I can scarcely understand.
There is just no point to it. I don't know how to separate small scale betting with your co-workers from predatory casinos, but definitely needs to go. I think the way to do it would be to create a central government database that allows people to bet smart-points on the outcome of various things like elections. Totally non transferrable, but if you have a lot of them your opinions count for more because you've been proven correct so many times in the past.
Similar to the government running the lottery so that small time criminals can't hustle numbers in ghettos. Give people a way to gamble a few bucks for the fantasy of winning the jackpot, but make it difficult to spend tens of thousands on it.
