Why did india fail at building a tech sector unlike china?

In the 1970s the government wanted to make india a tech giant and believed that it would be the next big thing achieved by the country. They built IT parks, universities, and public sector companies aimed at making new products. In the 1990s india opened it's economy to the world and went deregulation in order to trigger a business boom.

But in the 21st century, india only produces an army of low skilled codemonkeys that flee to developed nations, and has millions of unemployed engineers that ended up building a large scamming industry. India has no tech products, no innovation, no means to compete with global corporations, and cannot even make it's own computer chips. Meanwhile china which was on the same level as india in the 70s is today giving tough competition to america.

Why did india's attempts to make it into technology fail?

You know English, and that's a problem. Indians were used as outsourcing pump and dump monkeys by American tech companies, so the only tech industries that developed domestically in India were outsourcing firms and consultancies while American tech products were imported to fill the Indian market.
Meanwhile China remaining isolated, both financially and culturally from the West was their benefit, as it pushed their companies to develop software for their domestic market that they could later export.

China didn't allow outside tech companies to operate so it forced them to build their own search engines, social media, youtube, and everything else. They got a lot of practice making and running those sites so now they can compete with America. India is stuck competing with American websites and they are just so much better at running things that you will never really be able to catch up.

Simple.

India focuses on service sector
China focuses on industry

India is getting more manufacturing but some key industries are missing which was caused by global manufacturing to the lowest cost

that's what joining the western economic sphere does for you. they don't help you develop your own country,
they just brain drain you to drive salaries down in their own countries while selling finished products/services back to you. regular people in both places are hurt by this,

Because they invested in infrastructure and made the idea of living in their home country a lot more appealing compared to India, so a lot more of China's tech sector stays in their home country compared to the sheer size of Indians that decide to haul ass from the country the moment they get a degree they know will be landing them a far better paying job under far better living conditions literally anywhere else.

With bulk chemicals, quality control is a problem with Indian suppliers. Some of the Chinese stuff is so good that we had to change the GMP process.
