But realistically, most of what China has to do is ensure their politicians, their public servants, their military, and infrastructure wranglers stay competent as a whole. Which sounds simple, but is a monumental task in the post-modern century.
I feel like western countries are floundering on that. Short-term problems are permitted to become more ingrained. Long-term problems have been left to fester. It'd take a lot of effort and time to try and fix these things now. But the lower classes are too up to their necks in trying to stay afloat, to put the extra effort. And those at the top who actually have the means and resources just want to check out and make it somebody else's problem, as they rest on their laurels away from it.
Their imported labor are more concerned about things like "creating an ethno-identity" (i.e. basically just being racist instead of being a citizen of their new host country) to even care about addressing issues that'd make life better for everyone.
Everybody in our government or works for it goes for the cheapest, easiest fix to lighten their work load. Even if it's not a viable solution in the long-game. Creating a brain-drain, and a recession that hits more than just economics.
All China has to do is stay afloat long enough to collect on the opportunities abroad. Opportunities that are essentially a result of the west throwing in the towel over stupid things.
