Beijing will put out doctrines on what they want (more roads, economic growth, no covid, or in this case more babies) and then it’s up to local party officials to implement it. Accolades and party promotions are tied to how well one implements those directives, so they can get a little… what’s the word… overzealous about how they go about doing it (think welding people into their apartments during covid)
At scale it actually works pretty well but is not without its quirks westerners find strange.
