You guys might be able to answer this. Whats the reasoning behind a country not going into all out war? I dont get it like what possible reason could Iran have to "cease fire"? Why would Israel just fire missiles back and forth and not just go in and immediately end it? Same with Ukraine and Russia, why play the shooting back and forth and bombing game?

committing too much resources to one front would leave them strategically vulnerable to their neighbours. also to go into "all out war" you have to commandeer almost the entire economy of your country and funnel it directly towards supporting the war effort, and that isn't sustainable.

the international community doesn't take kindly to aggressively expanding nations and fangs up on them.
that's why they have to play the optics game. it's like in that game Europa universalis where you get diplomatic penalty points for expansions.
