First of all, even the poor gypsies have ACs here. You can buy a basic one for 300 dollars. Second, the EU has been obsessing over regulating inefficient buildings out of construction so that everything constructed is made so as to waste as little energy as possible. In Bulgaria if you have an old commieblock you can just apply for EU gibs where they come and renovate is so that it does not retain heat and does not have to be heated that much during winter.

My apartment has modern insulation and the temperature is pretty much perfect all day as long as I don't open the windows midday and let all the heat in.
Not that I would buy AC otherwise. It's just 1.5 months in the year that are a bit hot. Big whoop.
