A large influx of hispanics to the USA is largely inevitable with the current policies that have been put into action. Because of the Hart-Cellar act (1965 Immigration Law) and naturalization/citizen-birth laws in the USA, the "illegal immigrants" already produced around 10-30m "American Citizens", who have more of an American identity (despite loving to screech about LA RAZA, etc.) than anything else.
The clear solution to this is not a "Balkanization" of the USA but the creation of additional reservations such as were given to the Native Americans. We can fairly allocate certain areas or entire states to different native-US populations as a "reserve". This would be entirely functional and would prevent civil war while allowing for the kind of segregation and autonomy that we currently are seeing a political struggle for between different groups.
To that effect also, the US can collaborate with Mexico to close the border at the much easier to defend chokepoint of Mexico's southern border, near Guatemala or Belize.
This would pacify large groups of the USA while allowing for the continued economic output which the US benefits from currently. Canada could also be included as an area of free movement/trade, which again would not be offensive if the "Reserve" areas are created before this is enacted.
