For example, consider the following two statements:
(1) people making more than $200,000/year should pay 10% more in taxes
(2) people making less that $200,000/year should pay 10% less in taxes.
Those statements are equivalent, but when you ask people, they will have very different attitudes. Neither statement is lying - mathematically speaking they're equivalent.
It's the same thing with glass half empty/half full. If a glass is "half full", that's logically equivalent to saying "half empty", but people's attitude will be very different in relation to those two different descriptions. This has nothing to do with lying. There are also multiple correct ways to describe a single fact or concept. The issue here is not lying, it's framing, which is really important and interesting topic in the social and behavioral sciences.
That being said, all the New Urbanists "eliminate zoning laws" types are faggots who want to replace small town America with shitty planned developments, "luxury apartments", and soiboi megacities.
