if you look at a hurricane or stock market or radioactive decay it looks chaotic but what appears to be chaotic to us with our limited perceptions could actually be a higher-dimensional order.
if you can get to a point where you have enough computing power to understand and interact with this higher-dimensional chaotic-order, then theoretically you could gain a very significant advantage over the other players in the game by deploying it to your advantage. perhaps that's what the spooks are doing.
interestingly this also appears to be what some big brains in the kremlin have figured out and started doing over a decade ago, before trump came on the national political stage in the 2016 election. though, true to their national character, they were framing it more in the language of literature and theater instead of science/physics and math.
