In all likelihood they did not yet have nukes, but were close to having enough fissile material to create one (an effective one). Some unknown percentage of their fissile stockpile, and some unknown amount of capability to produce more fissile material, was destroyed in the US strike (along with all the IDF strikes for the past two weeks). How much was destroyed and how far back it set their program is to be determined by future inspections and intelligence.
