Usually they are props for the state either consciously or not. See, states aim to have a monopoly on violence. Meaning - all force ought to be mandated through it. In cases of criminals - the state posses a criminal system to persecute those. Even if they aren’t doing it all the time. But citizens - defending themselves or god forbid, others scare the state. Because their usage of force is universally celebrated and accepted from logical and moral standpoint but it competes with the states monopoly. They dislike that more than they dislike criminals, because they legally can go after criminals. They can’t really do so against citizens but that is not stoping them from trying.

Many reasons but in case of Rittenhouse they actually supported "vigilantes" fighting the systemic racist abuse and whatnot and saw themselves on the business of the barell and thus hated Kyle for that and all their talk about lawfulness was just a cover.
