I think Trump is trying to be clear we are not trying to interrupt China's oil supply.
We are trying to interrupt China's oil supply, BTW. Or, at the very least we see that as a bonus in this conflict with Iran. Iran will probably try to do as much damage to the oil production facilities of all of it's neighbors as possible in a spoil sport move. This severely throttles China's oil supply, while we deny responsibility and blame it on Iran. Keep in mind, we goaded the Japs into WW2 by throttling their oil supply.
