Because they actually wanted it to work. We could end the drug issue in america in under a month, the ruling class doesn't want it to end. At this point I dont think I want it to end either, with fentanyl's mortality rate its effectively environmental eugenics and that's a good thing.

Mexico's proximity to the US means they can smuggle kilo after kilo into the US while smuggling guns back into their country.
Asia doesn't have enough minorities bitching and moaning about how "mistreated" they are and how "oppressed" they are because the police are just doing their job.

Americans think drugs are edgy, cool, and will turn you into an artist. The Chinese and Koreans seem to believe that cannabis is a hardcore drug and one puff will turn you into an addict and ruin your life. Ironically, you can find it growing along roadsides all over China but the locals don't touch the stuff.

Singapore is a small country with absolute control over its population and borders, the US is millions of times larger and they have much more freedom.

Asia has a more conservative view on drugs than the faux conservatism that exists in the US. US conservatism is thinly veiled puritanism, nothing actually conservative besides anti abortion and the right to carry. Asian countries are smaller and are more homogenous.
