The forum and the areas around the big temples and senate were certainly kept "clean" probably not to our standard but yeah nicer than the pic of India in the OP but the idea that a team of 4 Aediles could somehow keep a city of 1 million people clean is ridiculous. The "Curatores Viarum" were specifically put in charge of the VIA which were the highways of the ancient world, not the city streets and alleys where the people lived.
Again we have ancient sources saying the streets were disgusting. Any amount of logical deduction will lead you to the conclusion their streets were disgusting. Hell modern cities even 150 years ago were disgusting! You just refuse to accept the truth.
