Indeed, Africa is generally cleaner than India, aside from places like Lagos, Nigeria and Kinshasa, Congo (megacities).
Africa is like 7 times the size of India with a smaller population (for now), so space might be a factor.
But ultimately, I think you are right and the uncleanliness of India is just cultural.
