You have to maintain ICBMs quite a lot, but the weapons-grade material has a half-life of almost a billion years. Maintaining a small arsenal is expensive, but maintaining a stockpile like that of the US or Russia is even more expensive and labor-intensive. All of the expense is the maintaining the facility and ICBMs themselves which is nothing to sneeze at. Even China has issues keeping its facilities operational.

you guys are so fucking dumb, its not difficult to make a nuke. its just not convenient to tumble uranium into plutonium without getting cancer and dying in the process. its also not convenient to convert hydrogen into deuterium and assemble the egg shaped primer explosions in a clean room. then comes the next issue, rocket fuel hydrazine to deliver the payload somewhere interesting, then a gyro control system to create a navigation robot system. this shit takes time and are annoying to do but its not difficult or impossible. hell i could fucking 3d print a nuke if i have access to a nuclear powerplant
