If I define "waste" as "stuff the government doesn't know they're spending money on, on paper" or something else weird like that, then sure. I'm sure that if you have access to every record, 100% of all of the money the government spends is on paper going SOMEWHERE. And as long as you never look at where that "somewhere" is, then it's not waste. I'm not "wasting" money if I'm just auto-paying for random subscription services, if all you care about is that there are receipts.

One would literally have to take an opinion position that so long as there is a receipt of money going to someone or something, it is accounted for and thus not wasted, otherwise it becomes a very simple proposition of acknowledging that yes, we know "where" the money is going, and we fucking agree it shouldn't be going there, because it's wasteful.

This is a simplistic view, we all know that in reality most of the "where" government money is going is just private bank accounts being labeled as grants and organizations and contracts.

I mean if they were sterilizing jeets at enough scale (and you want to target the women not the men, a woman who wants to get pregnant will keep fucking men till she finds one who can do the job) to make a difference it would be worth it but circumcision won't do it.
