Child B can make another flute but only so long as he makes it according to my specifications and pays the appropriate fees for its' inspection that I bring another child in to manage. Child A, who is priveleged, can petition for herself to get the flute, but I don't think she meets the requirements, I'd have to bring in another child to verify if she meets the requirements to borrow the flute. She isn't poor so she should be able to get a flute on her own.
