I actually thought of this. What if I had such a book. How would I use it? Controlling politician actions just before they die will actually help me tremendously to control other politicians. I can send messages without I even expose myself. And I can control the whole world.
The problem however, is that there are counter measures that I am 100% sure they will resort to.
1- they will probably know that only public figures can be controlled. So they will make secret governments with no public figures at all.
2-they can narrow down the search for me by just checking the internet logs by filtering the people who searched the politicians who died recently in the last few months before they died.
3- once they are able to narrow it down to few countries, they will publish few misleading information and check if I fall into their trap.
4- once they are 100% confident which country I am in, they can either continue narrowing it down, or nuke the whole place with no survivors.

You're forgetting the power of the Shinigami Eyes. Light should have used that damn book to transform himself into one, since they're immortal. A god of death can extend his lifespan using the notebook, but humans can't do that. In fact, this is the main purpose of the shinigami using the Death Note. It was revealed by Ryuk that many gods of death have died because they were too lazy to write in their notebooks. Their use of the notebook to keep them alive implies that they not only depend on them, probably originated as humans or other spiritual beings who knew how to use the Death Note correctly.
