I'm not sure about this. I think it's good for both, on the one hand Iran can regroup and rebuild their arsenal + possibly actually pursue a nuclear weapon, however on the other hand Israel looked like it was running out of Air defense and Missiles were steadily increasing in successful hit chance as days go by so they had to accept ceasefire to replenish their AA systems and possibly improve on them using data collected from this war.

"Mobilize" for what exactly? Israel is not invading with tanks and infantry. They are hitting them with airstrikes and saboteurs.
Their air defense is severely degraded and how they'll replace (in a timely fashion) the stuff that would need to engage fighters is an open question, they do however have things that can engage drones for what it's worth.

The author openly talks about utilizing the fractured (diverse?) nature of Iranian society and since it's sanctioned to all hell, bribery is a lot easier. Iran's problem isn't enough sandbags or enough guys willing to pick up rifles, it's infiltration of spies and reliable anti-air against one of the best air forces in the world.

The USA can not mass produce fighter jets any longer. This isn't the USA of ww2 or Vietnam or even Iraq 2.
China can mass produce jets and SAM's. In a protracted war the USA would lose only relying on air strikes. This is why Iran could fortify the country and be just fine, so long as they can defend against a ground army.
