A lack of consistent and widespread consequences.

Every time people get wise to juden and expel or punish them, they get lax after and allow the problem to repeat thinking "surely they've changed" or "these jews aren't like the others".
Permanent solutions are required to enact change in them, either by adding enshrined social rules against the overarching types of their behaviour so they can't game the system and having anyone that tries to remove them get attacked, or simply genociding them globally since any jew left alive presents a major risk of recurrence.
