Does the resale price of a car going down over time screw over the car owner?
No!
The owner gets to drive the car, has full access to its utility of transporting people and goods, at the cost of ongoing fuel and maintenance. The resale market does not affect this in any way whatsoever.
Consider also the most common purchase made at the time of selling a car: Replacing it with a different one. Thus so long as the car owner swaps his vehicle for another non-new vehicle he equally benefits from the market depreciation of the new vehicle.
Likewise, house prices falling would not negatively impact a homeowner in any way (and indeed BENEFITS the owner in most US counties by reducing property taxes). The house's utility is not impacted, and ongoing maintenance/electicity/gas/water costs are entirely independent from changes to home value.
Even moreso than a car, when someone sells a house, he's probably moving to a different one, and will be able to move into an equivalent home easily.
