No, White replacement is happening via immigration not birth rates. They have been letting millions and millions of chinks and pajeets and spics into this country for many years.
The only way to stop it is by securing the border, stopping all illegal and legal immigration, and deporting all of the ones that are already here.
Unless you do all of that, the White birthrate is irrelevant because it is literally impossible for all of the fertile White women to have enough kids to mitigate all of the brown people streaming over the border.
With Biden regime levels of illegals entering, you would have to at least triple the White birth rate just to keep pace with the number of brown people walking in every year. While also not increasing non-White birth rates. The real birth rate decline happened from the mid '50s to mid '70s when it decreased to less than half due to the wide availability of effective birth control. But it has been fairly stable since then.
