The issue is that it is that when it is subverted and becomes corrupt it is perhaps the most insidious.
A corrupt dictator or king will simply just make decrees and demand loyalty which is already how they would operate by default. For example Nazism and communism where devout enemies to each other until Hitler and Stalin decided maybe an alliance could work and then back to enemies with the war.
