Yes, but also no. Yes, because USA did not want fight a direct war so close to where both China and Russia could have supplied norks with weaponry, potentially turning it into costly quagmire.

But also "no" because while the USA is currently obviously "the enemy numba one", the fact is that Norks share border with both China and Russia, which both could have ambititions to actually directly take over the both Koreas. So nuclear armed north korea also functions as a barrier for south korea against the bigger enemies, and then there is always a chance that there is some sort of change of goverment in north korea which could lead into re-unification with the south, meaning that USA would have nuclear armed friendly power right next to its biggest rivals.
