Yeah, they officially announced this feature in like 2017. Good thing my CPU is from 2016. It's not even a conspiracy theory. They announced this is now the case.

intel has been backdooring since about 2005 with the "intel management engine". AMD also has a similar backdoor in all their CPUs since 2011.
