Evolutionary framework, probably not. Its mostly due to toxic living conditions. India is polluted so badly that it causes these conditions. Indian children born abroad dont generally suffer these problems, or at least, not as severely.

Would be most correct from the data I've seen, suggesting there are elements of both nature and nurture at play. It's also worth noting that the Indians emigrate and raise families abroad are often more evolutionarily fit individuals than the average domestic Indian and will therefore skew diaspora statistics in a more favorable direction.
