The legislative intent here is marred by the full quote as well; in which Howard claims that the 14th does not apply to Native Americans; which as we know is not how it has been interpreted by the Court's in the modern day.
"This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the government of the United States" - Regardless; it's obvious he specified that foreigners and aliens are limited to the children of ambassadors and foreign ministers.
