The man who wrote the birthright citizenship amendment explicitly stated it was not intended as a way for aliens to gain citizenship. Thats the point of the "and subject to the Jurisdiction thereof" clause. Meaning they must be FULLY subject to the government of the United States and hold FULL ALLEGIENCE to the United States. There's also been rulings on whether or not children born to Indians qualified as citizens under it and they were not, because despite children being born in the US geographically, their parents were not fully subject to the US jurisdiction. That's why it took an act of Congress in 1924 to grant Indians citizenship by birth.

Read further than his own statements in congress, the rest of the hearing on the amendment is other congressmen crying about how someone simply being here by-definition makes them subject to our nation's jurisdiction. Indians were unique in that they were claiming to be separate nations within our own, autonomous but not explicitly foreign and subject to a degree of jurisdiction. This amendment is just severely outdated, it was drawn up in a time where illegal immigration wasn't remotely as widespread as it is now, nor was there an abundance of pregnant foreigners crapping out children on our doorstep since women had less rights at the time. There needs to be a vote in congress to reword for clarification that birthright citizenship does not extend to foreigners, who have not lived in the country for at least 10 years and in "good standing" with our laws in that period. However, this presents an issue as we have congressmen who are essentially still foreigners in their own right, having been here as citizens for an insignificant amount of time. Therefore before such a vote can be proposed another needs to take place and that is to dictate that no foreign-born individual can run for election in the United States of America, in any state.
