It is my understanding that the official regime's position is that they have no intent of ever developing a nuclear bomb and that their nuclear program exists solely for the sake of nuclear energy. If I'm not wrong on this, it would make no sense for such a deal to ever take place since the regime already says it's not making a nuke.
