It doesn't really require a amending the 14th. As a reminder there are two court cases on the books that said basically only white persons were allowed birth right citizenship by going back to the original naturalization act, which predates the 14th, after some Asians tried to get birth right citizenship in the Early 20th century. If we went back to that understanding, then birthright citizenship wouldn't be an issue because it would bar those south of the border.
