Khamanei literally ordered that there should be a nuclear weapons program in Iran. He made this order im 2003 and it's never been revoked.
The reason they enrich uranium (different than making a bomb) is to have leverage in negotiation with the West to remove sanctions. It worked for a couple of years with the Iran nuclear deal but Donald Trump immediately tore up the deal after entering the white house.
