Personally, it's nuanced. I don't know about the views of people in Europe, but here I'd say most support the death penalty for heinous crimes. Here in France the max sentence is 30 years (life sentence doesnt exist).
Most murderers get 20 years if there is premeditation, otherwise 15 years.
We also have systematic parole at about half of the sentence unless the convict tried to evade or committed crimes during his detention.

Death penalty was abolished in the UK due to a false accusation of a murder case.
In other words, the reason there is no death penalty in the UK is simply because the state wants to cover up past mistakes.

I think the maximum sentence for most serious crimes should be about 20 years. The sentence should focus on rehabilitation - making the offender understand what he did wrong and how he can contribute to society in the future and redeem himself.
There is however a very small minority of crimes that are so heinous, and criminals so irredeemable that a different outcome is necessary. It is a very small percentage here, but in more violent countries the % of such criminals may be higher. Anyway, in those cases I support 2 possible paths:
