The point being that this is all the result of a massive cultural force acting upon common people propagated by them. Probably their government too. But I don't think you can or should blame the individual living in their own country just following the standards everyone around them sets. Maybe I'm wrong and this practice is abhorrent to the average Indian but there's obviously still a large group it's not. They deserve a little empathy, not anything else.
