Of course everyone knows MK Ultra happened and the CIA was actively engaged in testing mind control methods. They obviously know more than we do about what does and doesn't work. But they also have an incentive to let people think they have capabilities they don't really have.
If people think the CIA has mind reading/mind control tech, they're less likely to even THINK subversive thoughts. Tinfoil schizos fell for the ultimate psy-op:

The reality is probably just standard normalization and conditioning.
