This is really the only option. We'd also need the death penalty for drug dealing, burglary, rape, and any sort of violent assault. Honestly, all this wouldn't be bad to combat the increasing weakness and antisociality of every race in America. But it would take a few hundred years for it to have the proper eugenic effects.
