not sure but I think OP means treasury bonds or whatever.
as in, those countries buy into the US public debt as an invesment. not sure how much of it is foreign vs domestic creditors, and I'm pretty sure all (((modern economies))) are run like this. a global mutual enslavement system, where everyone loses except the usual "elites"

The old method was for locals to start cooperative corporations.

Neighbors would meet to vote and get started. Each signatory gets one share per money / equipment entrusted (and gets back said funds / equipment upon withdrawal). Sell locally made goods created by household LLCs and contracted to the cooperative. Usually produce, canned foods, baked goods, alcohol, sundries, clothes, etc.

Profits would stay in the area. Members get perks like a dividend, discounts. Co-op would sponsor road works, processing plants, medical staff, and such to improve the community.

Surprised these corporations have sprung up like weeds yet.
