Japan basically ran printers to pay for public works worth over 3x their GDP, I don't even think they can maintain these cities. I get the impression there's some potemkin village shenanigans, if they keep the cities looking nice, no one is going to come knocking for debt. I don't think it's horrible, but in this kind of situation they're either going to experience urban decay in a few decades or devolve into cycles of constant road work. If they just do fake construction jobs it'll probably work, but eventually people are going to start asking question when they see hordes of construction workers doing nothing all day every day.
