Julian was watching that on the way to earth, not yang (who was headed back to face an inquiry from ungrateful politicians after saved heinessen). And considering that in America we have the largest incarcerated population on the planet its not exactly accurate re. the arrest rate part. Not to mention the "solution" was Rudolph ascending to be emperor and causing the stagnation and oppression of humanity for almost 800 years, not even accounting for the eugenics and purges.
