Blue eyes are a cause of less melanin, they are more translucent or "pure". Literally more light passes through them (which is also why light-eyed people see better in the dark). The soul is likewise purified through ascetic practice so that the "impurities" disappear and it becomes translucent and more receptive to the "light", symbolically speaking.
