Cartels ditched reefer in favor of fentanyl. Biggest hurdle to exporting would be laws of the various other countries that would rather just keep their money where it's at so they don't bother with illicit exports from the US on something as non-addictive as weed.
If you want to impede the cartels start bombing them or make weed illegal and drive the price back up so they import that instead of Chinese chemical slop.

Zero. There is no weed exporting market. For example why would we buy disgusting American high fructose weed when we can just have amazing Canadian dank? Canada has the best weed in the world. Also there are quality controls where in Canada this shit is heavily regulated and monitored whereas I assume it's just cowboys and Indians in any US operation like with all things and so exciting they make is shit.
