You need to allow the little people their shots because if you can ban speech on some arbitrary ground of 'incitement' you can allow the Government to arrest people en masse for protesting against their actions. You have to allow the bad bits, unless it's literal incitement to riot or death threats. The right to free speech is a fundamental one and needs simple broad protections.
