No. They were one tribe in Khazaria. Real ethnic Khazars are turks. Ashkenazi jew’s Mediterranean DNA means that they are likely from the Greco-Bactrian kingdom of Middle Antiquity and attempted to flee back to Europe as the Turks, Jeets and Tungesics ravaged Central Asia. They were likely unsuccessful and enslaved (as Turks are notorious for) by the Turks. You have to remember that Greco-Bactrians were a minority in Central Asia. Seeing as how much of the population of South Central Russia is Turkic and Ashkenazis are only around 2 percent of the total population this means that (along with the DNA and geographical evidence) the Ashkenazis were likely the same people as Greco-Bactrians in 250 BC.

Khazaria was noted as a tribal confederation. This means that it was a military government run by the tribal warriors of multiple clans. This likely means that so long as they could field some kind of military formation they likely had SOME power and representation in the Khazarian government so even if they were a subjugated minority they still had some rights.
What happened was the Romans chased every one of the revolting Jews they could all the way out of their sphere of control. Jews fled toward Khazaria, eventually reaching there after alternately taking refuge with their many cousins in the civilizations of the area at the time and then fleeing after being ejected, through places like (modern day) Turkey, Armenia, and Georgia, finally coming around and settling in the area north of the Crimea.
