Opportunity cost though? Cash that you allocate to this one technology/service is cash not allocated to this other service. How should budgets be split between the water system or electricity grid? How many new car factories should be built? How much capital should be sunk into this new, promising yet risky technology?
My examples aren't that great but the point I want to make is some aspect of capitalism means it can adopt new technologies/adapt to new environments faster. The government groupthink will take a while to change but people who only care about profit will switch their approaches on a dime. I think this is because free markets allow things to valued closer to how much people/orgs actually want them.
