Any land/buildings not being utilized as a residence or business within 2 years should be forcibly auctioned off by the state. There should be zoning and different land allocations based on rural, suburb, or city zones. City allows for a minimal amount of unused land, suburb has a max unused land allocation of like 1/4 an acre around residencies, and any unused rural land an acre or so out from an active farm/residence should be auctioned off.
Land that is owned but not utilized should not be able to be held onto by speculators in the first place. There would eventually be unused land not being worked and wasn't able to be auctioned off that anyone should be able to claim for homesteading purposes.
