The actual reason is probably to get new recruits used to wearing masks because the powers that be know that domestic unrest will only get worse and worse throughout Europe and most of what those new recruits will end up doing will involve urban pacification (where you definitely don't want your identity visible to the public)

Maybe. My uncle had to get a new dog to work in stockyards where muzzles are mandated because his current dog wouldn't accept being muzzled. Have to get muzzle then early.
