To solve prison overcrowding, the US should remove prisons from all states except one with the death penalty and just send all criminals there to get snuffed.
Hell, you could fix all your problems if you designate one state to be the shithole state and just dump all your nuclear waste/pedos/national debt there. And in 100 years you can stage a coup and pretend the shithole state tries to secede, nuke it, recapture it and do it all over again.
