You're never going to deport all the illegals in L.A.
Instead, they should make L.A. a federal territory. There will be border controls to get into and out of L.A. There can be fast biometrics for citizens who register for a "ID+" or whatever, for those trips to Vegas.
All illegals will be required to register with a biometric system as "L.A. territorial residents" who will have legal status there but not in the rest of the US.
L.A. will be forced to reduce its illegal population to reintegrate with the US.
Versions of this could apply to other major metropolitan centers. Their congressional representation will be revoked until they comply with immigration law. They will receive reduced federal benefits.
