It's because he never really had a plan to do it, it was just a kind of go-to measure when things were looking pretty grim.
The Soviets were calling for the Jews to rise up and fight the Germans. Meanwhile the Germans were having trouble even feeding themselves, let alone Jewish prisoners. So you have this situation where you have an ethnic group in your midst, and you are big rivals with them, and have basically been subjugating them for years as part of your plan for your nation to succeed, and now they are potentially going to rise up and fight against you, and you're supposed to be feeding them and keeping them alive, but that is now an added risk to your own life which is in a precarious state, so German guards found it easier to just kill them.
This is why the Anglos should have just supported the Nazis to BTFO the Soviets in a quick war with far fewer casualties, and then ship the Jews off to Madagascar or whatever.
