That belief stems from white supremacy. As if black people are meant to remain under the umbrella of a system, society, governance, and geography which they can never accredit to their own diligences. It's disgustingly racist and only serves to destroy the self agency and self determination of black people as a group.

Black people need independence in order to obtain honor, respect, and to accrue accomplishment to their good name as a cohesive group.

Black people need their own unique geography and governance. Anything less is the most racist thing anyone can inflict against them.

Back during the Popeyes chicken sandwich craze, some enterprising anon posted a sheet of Buy One Get One Free coupons.
I scaled them to fit eight to a sheet, scanned a random page of the local Publix sales distribution for the back, printed off a hundred pages of glossy heavy paper with the sales of Publix ham and a potato salad and stuff on the back, and eight coupons on the front for BOGO free chicken sandwiches, carefully cut them up with the paper cutter at work, and spent two hours spreading these fake coupons all over the worst areas. Leaving some in Wal Mart, fluttering on the ground near the nigger part of town, outside the movie theater, etc.
Shit got bad when Popeyes refused to honor them. Fights. There was also a shooting that may have resulted from it. Good times.
